Meet Our Team
Robert Vinetz, MD, FAAP
Program Director
QFC staff pediatrician, Dr. Vinetz is PADM’s Program Director and Physician Champion. He directs the development, evolution, and overall management of the program’s goals, objectives, and implementation. Dr. Vinetz is certified by the American Board of Pediatrics and has been a practicing pediatrician for thirty-five years with special interests in the care of low-income children, child health advocacy, preventive health, and asthma. Before coming to QFC in October 2003 he served for approximately three years as Associate Medical Director of the Child Health and Disability Prevention Program for the County of Los Angeles. Previously he practiced primary care pediatrics in the Los Angeles area beginning in 1973. He is the co-chair of the Asthma Coalition of Los Angeles County (ACLAC). Dr. Vinetz was the physician champion and team leader for QFC’s participation in CA-DHS Best Clinical and Administrative Practices (BCAP) Plan/Practice Improvement Project (P/PIP) Virtual Asthma Collaborative (VAC) funded by The California HealthCare Foundation. This asthma improvement collaborative for providers was conducted exclusively using web-based technology which focused on practice site improvement using elements from the Chronic Care Model, national asthma guidelines, and best practices.
Emma Wolfe, MPH, CHES
Project Director
As PADM’s Project Director, Ms. Wolfe is responsible for the general day to day operations of PADM. She supervises PADM’s Community Health Workers (CHWs), and coordinates the program’s ongoing planning, recruitment, implementation, management, budgeting, and evaluation. She has a background in management and holds a Masters in Public Health (MPH) from the Keck School of Medicine of USC with an emphasis in Global Health Leadership and Management. She is also a Certified Health Education Specialist (CHES). Before joining QFC, Ms. Wolfe managed a small law firm specializing in medical malpractice defense. In 2007 she completed a public health internship in India studying the public health system in a developing county.
Community Health Workers/Promotoras de Salud (CHW/Ps)
CHW/Ps are bilingual and bicultural staff who work with our pediatricians to provide asthma education, medication and asthma device use instruction to our patients and their families. They also conduct home visits to help patients/families identify possible asthma triggers in their home environment that may be exacerbating the child’s asthma and work with the patient/family to set goals to reduce and mitigate the triggers. Additionally, CHW/Ps provide case management support and follow-up as well as connect patients/families to resources in the community.
Edith Yoque

Ms. Yoque has been with QFC’s PADM program for two years and works with patients with asthma and asthma-related conditions in QFC’s Hollywood clinic. Ms. Yoque is a graduate of Esperanza Community Housing Corporation’s Promotora de Salud program. Ms. Yoque was born in Mexico City, Mexico. She is actively involved in her community through her church and is working on completing her Bachelor’s degree in Theology. She is bilingual in English and Spanish.
Claudia Bolaños

Echo Park
Ms. Bolaños has been an exemplary QueensCare Family Clinics employee for six years. She worked at the Eagle Rock clinic as a Certified Medical Assistant for two years before becoming a Community Health Worker (CHW) for QFC’s WISEWOMAN program, a national cardiovascular disease prevention program. In September 2009, she transferred to PADM’s Echo Park clinic, where she will provide asthma education, home visits and case management support to our pediatric patients with asthma and asthma-related conditions. Ms. Bolaños is bilingual in English and Spanish and is a Registered Nurse major at East Los Angeles Community College.
Mary Valencia

Mary Valencia is a Certified Health Education Specialist (CHES) and holds a Bachelor’s degree in Health Science with a concentration in Community Health Education. Her experience in a clinical setting includes health coverage enrollment assistance, health information services, and community outreach. In 2007 Ms. Valencia began her work in the nonprofit sector as an AmeriCorps*VISTA Volunteer for a local community clinic. She is bilingual in English and Spanish
Rosa Ortiz

Rosa Ortiz, prior to joining PADM, worked at Childrens Hospital Los Angeles as part of a research study trying to find the best treatment options for youth with type-2 diabetes. At CHLA Ms. Ortiz acted as lifestyle coach to the youth and their families, helping them make healthy lifestyle changes with the goal of attaining and sustaining a healthy weight. As a lifestyle coach she provided families with education on nutrition and exercise and support in goal-setting and in overcoming barriers. Ms. Ortiz holds a Bachelor’s degree in Biology and plans to pursue her Master’s degree in Public Health.
